On September 12, the regional department of the tax service filed a claim for insolvency of the Belevsky Sweets company with the arbitration of the Tula region (case No. A68-11125/2023). The amount of claims from the Federal Tax Service has not yet been reported. The judicial act on the acceptance of the application of the tax authorities for consideration has not yet been adopted.


The company has been operating in the Tula region since 2011. The company was formed on the production base of the PC "Belevskoe sweets", liquidated last year. The main beneficiary of the business is a graduate of a military school and a veteran of the Military Service of the Russian Federation, Sahak Sahakyan. The company became known thanks to its branded product – Belevskaya pastille. It is sold in many cities of Russia, including the Tula region.

According to regional media, some time ago, the regulatory authorities found violations when selling the company's goods in the company store in the city of Shchekino. The inspectors pointed out the lack of procedures for air disinfection, the clothes of the store's employees were stored in the toilet room.

Roskontrol also had complaints about the company's work. Three years ago, too low content of applesauce (less than 20%) was detected in the pastille produced by the Belevsky Sweets factory.

The examination showed that there may be no apples in the product at all, or their volume does not exceed 7%. According to the requirements of GOST, such products could not be called a pastille at all. At the same time, other indicators (taste, smell, consistency, lack of preservatives) were quite satisfied with the inspectors.

Whether the company will be able to prevent bankruptcy proceedings in the current situation by dealing with debts to the Federal Tax Service is not yet clear. Last year, the revenue of Belevsky Sweets amounted to over 222 million rubles. The company ended 2022 with a profit of 1.5 million. This is less than in 2021, when the profit exceeded 10 million, and the revenue was 14 million more.

In August 2023, Printservice applied against Belevsky Sweets. The claim containing claims for 949 802.7 rubles was accepted by the court for consideration. Hearings on the case are scheduled for October 9 (case no.A40-162864/2023).
