What laws come into force in Russia on March 1, 2022
With the beginning of spring, new legislative changes come into force in Russia. Many of them will affect a large number of Russians.  The most relevant of them are collected in our selection.

Legal developments for drivers: medical certificates and fines for not having a diagnostic card

From the beginning of spring, a new procedure for issuing medical certificates to drivers will come into effect. It is regulated by an order of the Ministry of Health, which was prepared last fall, but the norms contained in it will only start working. Among other things, the document provides for a rule on the mandatory delivery of medical tests if the doctor conducting the examination has doubts that the candidate for obtaining driving license has no alcohol or drug addiction.

Signs of the disease include hand trembling, redness of the skin, inappropriate behavior and the smell of alcohol.

Additionally, drivers who have been deprived of their driving licenses due to drunk driving and persons who have previously committed a crime related to intoxication will have to take tests.

From the beginning of spring, the rule of law on fines for drivers not having a diagnostic card will come into force. Due to the fact that passing the technical inspection has become voluntary, not everyone can be fined. This category includes vehicle owners who are required to update their diagnostic cards on a regular basis. These include taxis, buses, special vehicles with flashing lights, as well as trucks and vehicles that transport dangerous goods. The fine can be issued once a day and amounts to 2,000 rubles.

Tighter rules for gun owners

From March 1, a rule that, in some cases, requires that persons who have the right to own weapons need to undergo a second medical examination, will come into force. A person stopped by the traffic police while driving in a state of intoxication (and if during the check it turns out that he had a weapon permit) can be sent for an additional examination. In addition, if a person is diagnosed with a disease that is an obstacle to having weapons, he will be required to hand the weapons and ammunition over to the National Guard, and he himself will undergo an additional medical examination.

Change of the rules for the sale of drugs in pharmacies

Since the beginning of spring, a norm according to which prescriptions for medicines will have a term and a gradation of need will come into force. The legal development provides for several categories: ‘statim’ (immediately) - the service must be provided within one working day from the moment you contact the pharmacy, ‘cito’ (urgently) provides for the need for service within two working days. If we are talking about a medicine that is included in the minimum range of drugs, then the period for its issuance should not exceed five working days, for other drugs, the period for issuance can be up to 10 working days.

Electronic birth and death certificates

From March 1, birth and death certificates will be duplicated in electronic form, the data will be entered into the unified federal register. Initially, medical organizations will be involved in the creation of documents, information from them through the electronic system will be sent to other departments, and will also be reflected in the personal account of the State Services, if we talk about the birth of a child. Thus, the information will be received by the registry office, which will prepare a birth certificate, issued directly at the maternity hospital. In the event of death, information from the medical institution will automatically go to the registry office, which will record this fact. It is assumed that the new order should change the quality of statistical information and better demonstrate the demographic situation in the country.
