As follows from the law, the candidacy of the Ombudsman is approved by the head of state subject to mandatory compliance with the conditions of its approval by the business community.
At the moment, the situation is such that this community, represented by the RSPP, CCI and Opora Russia, unanimously supports its candidate – the director of the platform for working with appeals of entrepreneurs "Zabusiness.RF" and MGIMO Professor Elina Sidorenko. While Titov himself nominates the Moscow ombudsman Tatyana Mineeva for this position, and Delovaya Rossiya supports the candidacy of a member of its General Council Ekaterina Avdeeva.
That is, from a formal point of view, taking into account the fact that, in accordance with the literal requirements of the law, the support of the business community is on Sidorenko's side, it is she who will have to take the post of commissioner. However, the fact that Titov himself nominated his candidacy is alarming.
At the same time, insisting on the appointment of Sidorenko, the RSPP even sent a letter of recommendation to the Administration of the President of the Russian Federation, in which they gave the justification for her appointment to the post of federal Ombudsman.
Thus, the document indicates that Sidorenko already has experience in resolving disputes of entrepreneurs, since she has been heading the ANO "Platform for working with entrepreneurs' appeals" for 3 years.
The effectiveness of the platform is confirmed statistically – as of the end of 2021, 11% of entrepreneurs' appeals were resolved through this service.
In addition, lobbyists note that Sidorenko's specialization in criminal law is also important as a professional quality necessary for conducting activities as a business ombudsman.
