In Tyumen, the arbitration recognized the bankruptcy of the construction company Enki Stroy, associated with the ARSIB holding. The company was established in February 2015. Its head and owner before that was Idris Keloev, who headed several companies, including Uprsnabsbyt (its beneficiary is Samvel Stepanyan, former chairman of the Board of Directors of Arsib).

According to data for 2022, the company received 216 million in revenue and 4.2 million in profit. The figures turned out to be 84.5% and 12.6% less than the data for 2021, respectively. Initially, it was assumed that the developer would be able to pay off the obligation through the restructuring procedure.

The arbitration court made the decision on the insolvency of the company on January 23, 2024. The resolution on the case (no. A70-1443/2023) was announced on January 17. The court assigned the functions of the bankruptcy trustee (KU) to Victoria Tsarevskaya, representing the Avangard AU Union. The final issue of approving KU's candidacy is scheduled to be resolved on February 19. The bankruptcy proceedings are open for six months (until July 17).

In June 2023, Rusbankrot already announced the bankruptcy of Magellan, which was part of the same group of companies as Enki Stroy. The initiative to recognize insolvency belonged to the fiscal authorities (MI FTS No. 14), which filed claims for more than 51.2 million rubles.

In January 2023, the tax authority filed for bankruptcy of Enki Stroy. The basis was the company's debt in the amount of 964.5 million. In February, the application was accepted for production, and at the end of May, the company was taken under surveillance. The temporary manager approved by the court, Irina Pervukhina, asked in September to be relieved of her duties.

At the end of October, her request was granted, but the new AU was never approved. The court session was postponed several times. In November, the judge presiding over the case was replaced. On January 10, 2024, Victoria Tsarevskaya became the interim manager.

In September 2023, the meeting of creditors of Enki Stroy unanimously voted to transfer the company to bankruptcy proceedings. By this time, the creditors' claims amounted to 65,158,970 rubles.
