On September 23, 2024, the appeal (the 18th AAC) upheld the verdict of the Arbitration of Bashkiria (AS RB), leaving in force the act on the involvement of former managers of the Integral construction company in the framework of the bankruptcy case (No. A07-537/2016). The amount of obligations to which the married couple Alfat and Elmira Nazmiev were involved is almost 1.9 billion rubles.

The developer became infamous in connection with the construction of multi-storey residential buildings on the territory of Ufa and Neftekamsk. Five buildings were not built as a result. The fate of the deceived shareholders had to be dealt with by the Municipal Unitary Enterprise Neftekamskstroyzakazchik, having spent almost 500 million rubles on construction. The Federal Fund for the Development of Territories in 2022 reported that about 900 million more will be needed to compensate the defrauded shareholders of two Ufa high-rise buildings.

Integral and its main beneficiary Alfat Nazmiev were granted bankruptcy status in 2018. The company, which was initially under external management, was declared insolvent on October 16. Vasily Sedov, representing the association of self-regulatory organizations of arbitration managers "League", was approved for the role of bankruptcy trustee.

Soon, he sent an application to the court to involve a group of 20 individuals in the subsidy. The Nazmievs were the first on the list of defendants. In 2020, the arbitration court considered Sedov's petition, recognizing it as justified. Consideration of the petition was suspended until the final settlement with creditors.

In 2023, Sedov again appealed to the court with a petition. He indicated that the calculations had been completed, and the amount of outstanding claims amounted to 1,881,395,339.60 rubles. On July 10, 2024, the Arbitration Court of the Republic of Bashkortostan issued a ruling on the involvement of the Nazmievs in the subsidy.

The ex-managers appealed, referring to Article 61.11 of the relevant law. They indicated that they partially recognized their obligations (34.6 million – Alfat and 30 million Elmira) in connection with the illegal withdrawal of assets to the accounts of affiliated companies. However, the amount of damage they caused is significantly less than the amount of claims they were involved in following the bankruptcy of the company.

The Eighteenth Arbitration Court of Appeal considered the case, recognizing the actions of the Nazmievs as unfair. About 30 contracts, with the help of which these persons withdrew liquid assets of the company on the eve of bankruptcy, were declared invalid. In particular, they were reminded of the controlling stake in Neftekamsk Bakery (66.94%) sold to friends, who will soon sell them to the Nazmiev family at a price 35.5 times lower. As a result, the act of the Arbitration Court of the Republic of Bashkortostan on the subsidy was upheld. Ex-executives still have a chance to challenge court decisions in cassation, but experts consider a different outcome of the case unlikely.
