The car owners will face a number of changes regarding cars and the right to drive them by this fall.



The changes will affect the rules for calculating the cost of the MTPL insurance, the timing of the resumption of technical inspections, changes in the cost of the tariffs, as well as an increase in the speed limit on the toll highway sections.

The new rules for calculating the cost of the MTPL policy will begin to apply at the end of summer. A program within which the insurers will have to calculate the cost for a specific driver will be established by law.

It is assumed that the size of the base rate will vary between 2471 and 5436 rubles and depend on a number of indicators.

Among them, there are the age of the vehicle, and the number of gross violations of traffic rules by the driver, and even his marital status, as well as the presence of children.

The previously introduced temporary restriction on the technical inspection of the vehicle for the purpose of obtaining an OSAGO policy will last until September 30. After that, the presence of a diagnostic card when issuing a certificate of insurance will again become mandatory, and the requirements for the inspection itself will become more stringent over time. In particular, by March 2022, it is planned to introduce photographic recording during the technical inspection procedure, while the photos will also record the location of the car, which should coincide with the location of the maintenance point.

A number of changes is planned to be introduced on the toll roads. In particular, a seasonal decrease in the cost of the tariffs should occur in autumn. Avtodor announced the expected date - October 31. In other years, the fare decreased earlier, but this season has become unusual due to the pandemic - increased demand has made its adjustments due to the extension of the vacation period.

In addition, the Avtodor Company announced a possible increase in the speed limit up to 150 km / h on a number of the toll highways. However, this change requires an amendment to the current legislation.

While the issue of increasing the speed to 130 km / h on the toll roads is being resolved, such a restriction is already in effect on some of the road sections, and it is proposed to be extended on a larger scale.
