In Novosibirsk, the Arbitration Court (AS NSO) has begun considering the issue of declaring Techinkom bankrupt. It is this organization that owns the building in which the NIITO Clinic is located. The company had previously been involved in a high-profile criminal case involving Mikhail Sadov, ex-head of the NNIITO named after Ya. L. Tsivyan, and alleged fraud in public procurement.
The claim for insolvency was filed by the Orthos neuro-orthopaedic center. The reason for the appeal to the court was the outstanding debt of 2 million. Verification of the validity of the claims against the defendant will take place on May 19.
It was by the forces of Techinkom that a ten-storey medical complex with inpatient facilities was erected in the center of Novosibirsk. Today, this facility is leased from ANO Clinic NIITO. It was created by the Novosibirsk Research Institute of Traumatology and Orthopedics.
The real estate situation became more complicated back in 2020. Rusbankrot wrote about the bankruptcy of the organization in December 2021. Against the background of the criminal investigation of embezzlement at the Federal State Budgetary Institution "NNIITO named after Ya. L. Tsivyan", employees of the regional FSB handed over the building and part of the equipment to the Federal Institute for responsible storage. However, the lease agreement between Techinkom and the private clinic continued to be valid.
According to reports, the medical institution regularly paid the rent at least until August 2024.Subsequently, this led to the dismissal of the arbitration administrator Maria Yemelyanova. She was involved in the bankruptcy case of the NIITO Clinic itself. Later, a criminal case was opened against her.
In the fall of 2024, the prosecutor's office appealed to the court with a demand to seize real estate on Frunze Street in favor of the state. According to the supervisory authority, the facility is compensation for damage in a criminal case on the embezzlement of about 1.3 billion during the purchase of medicines and medical equipment for the Tsivyan Institute.
The investigation believes that the funds obtained illegally during the execution of government contracts were used for the construction of a building owned by Techink. Then the premises were leased to the NIITO Clinic.
Mikhail Sadovoy, the former director of the institute, was found guilty of embezzlement by the court. He was sentenced in November 2021. But the lawsuit on the confiscation of the building was suspended in October last year for a forensic examination.
