THE MUNICIPAL MONOPOLIST IN NOVOURALSK WANTS TO BE DECLARED BANKRUPT
The largest management company in Novouralsk is facing bankruptcy. The housing management company "Novouralskaya", which until recently controlled over 90% of residential buildings in the city, owed almost a billion. Indignation among creditors, the bulk of which are utility providers, was caused by the proposal of the director of the UZHK, Irena Islentieva, to repay a small part of the debt (92 million) within two years and close the lawsuit.


Creditors decided by a predominant number of votes that bankruptcy proceedings should be introduced. Many were not satisfied with the report submitted by the interim manager Larisa Kasyanova, who offered to formalize a settlement agreement. She found no serious signs of deliberate bankruptcy in the organization. At the same time, it is known that money for utilities from residents of Novouralsk comes through the company "UKN", affiliated with the UZHK. 

Novouralsk is one of the 10 cities of Rosatom that has the status of a Closed administrative-territorial entity. The largest enterprise in the city remains the Ural Electrochemical Combine, which produces uranium isotopes. The company holds a 49% share in the Russian nuclear fuel enrichment market.

According to the publication "Pravda UrFO", for four years, the management company "Holding Islentyeva" received from the population over 5 billion through the "UKN". The firm also maintains accounting records of management organizations. At the same time, citizens in these years began to switch to direct payment of resources to supplier companies. As a result, the Novouralskaya utility company was supposed to receive over 800 million rubles, of which only 498 million rubles were paid to contractors (utility suppliers and contractors).

The introduction of bankruptcy proceedings, according to creditors, will make it possible to more thoroughly clarify the fate of the financial flows of the UZHK. The organization's transactions with the "UKN" in this case may be invalidated. According to a representative of one of the creditor companies (Vodogreynaya Kotelnaya LLC), about 148 million turned out to be in 4 accounts, the owner of which remains unknown.

Experts believe that the Housing Management Company has prepared for the upcoming bankruptcy in sufficient detail. Since 2019, the company has transferred the maintenance of residential buildings to other structures, presumably affiliated with it. Out of 682 houses, by May 2023, about 170 buildings remained under the jurisdiction of Novouralskaya. At the same time, control over the city's management companies remained in the hands of the same five persons (including Irena Islentieva) as the UZHK. This opinion was expressed by the representative of the Municipal Unitary Enterprise "Vodokanal".

The municipal authorities tried to create a Management Company "OKS" under pressure from residents. It could act as an alternative to the "housing and communal monopoly". However, the company has so far accepted only 24 houses for maintenance. According to local deputies, an agitation campaign was launched against the organization.
