The Ministry of Defense of the Russian Federation has submitted two applications to the Moscow Arbitration Court (AC GM). The authorities demand to recover over 620 million rubles from the defendant, the Military Construction Company (VSK). Information about the claims was posted in the court file. In one of the applications, the ministry demands 79.1 million rubles, in the other – 541.6 million.

The company that turned out to be the defendant in the case had previously appeared in contracts for state defense orders and occupied a key position among the contractors of the military department. Attention to her increased after the start of the criminal investigation, which involved the former head of the VSK Andrei Belkov. He was arrested last summer by an act of the Tverskoy District Court of the capital. 

The investigation believes that the head of the company abused his powers. Formally, the criminal prosecution of Belkov is not related to his activities as the head of the VSK. Until 2021, he headed FSUE GVSU, which is engaged in the construction of special military facilities. 

According to the case file, while serving as director of the GVSU, Belkov signed a contract for the supply of a CT scanner to one of the centers of the Ministry of Defense. At the same time, the value of the transaction, as the investigation believes, was overestimated. The crime is qualified as an abuse of authority that caused damage to the state. 

At the moment, VSK remains an active legal entity. However, the company is facing financial difficulties: accounts are blocked, and the current acting CEO is undergoing bankruptcy proceedings. This complicates the recovery of the amounts claimed by the Ministry of Defense and is likely to entail further legal steps on the part of the department. 

It is noteworthy that lawsuits against the VSK have not become isolated in the practice of the Ministry of Defense. Earlier, the ministry had already taken similar actions against another government contractor, FSUE Main Military Construction Directorate No. 14, from which the ministry sought the return of 668 million rubles. These claims were distributed among five different lawsuits. 

The criminal case against Belkov is inextricably linked to the investigation that is underway against former Deputy Defense Minister Timur Ivanov. The investigation believes that it was he who oversaw Belkov's activities as head of the GVSU, and the investigation into their possible connection continues. 

Against the background of systemic changes in the defense construction sector and stricter control over the implementation of government contracts, the story of VSK and its former leaders is becoming significant. The outcome of these court and criminal proceedings may affect the approach to the work of government contractors in the field of defense and the further practice of the Ministry of Defense in returning funds to the budget.
