THE HEAD OF THE DIA WAS ACCUSED OF EMBEZZLEMENT OF 4 BILLION IN THE CASE OF THE WATER PARK
On October 23, the head of the Deposit Insurance Agency (DIA) was detained by law enforcement officers. Andrey Melnikov was placed under arrest for two months by the decision of the Lefortovo District Court of the capital. The reason for such a strict measure of restraint was the accusation of major fraud brought against him by the investigative authorities of the FSB. The investigation is related to the theft of about 4 billion rubles during the operation of the Aquamir water park in Novosibirsk. The court session was held behind closed doors.

The central link in the case was the bankruptcy of the VDT Stroy construction company. It was she who previously owned the water park. After the developer's creditor, Mezhtopenergobank, went bankrupt, the asset management functions were transferred to the DIA, which conducted bankruptcy proceedings. 

Subsequently, the facility was leased to Belaya Sphere Construction. The investigation claims that it was from this moment that the financial proceeds from the operation of the water park stopped flowing into the competitive mass and began to be illegally withdrawn by members of the criminal group. 

The key evidence for Melnikov's detention was the testimony of the former deputy head of the DIA, Olga Dolgoleva. She was also arrested earlier in the case. According to investigators, she oversaw the legal support of transactions with the asset. Her detention was extended. 

In addition to them, the defendants in the case remain Alexander Popelyukh, the former deputy director General of the DIA, and Dmitry Voronin, the bankruptcy trustee. In addition, the case file includes Natalia Mukhanova, who served as Deputy Minister of Economy of the Novosibirsk Region and subsequently headed Aquamir. Business representatives are also involved in the case: entrepreneurs Eduard Taran, Arkady Tarabrin and others. 

Initially, the amount of damage in 200 million rubles appeared in the investigation, but after the examinations it was revised upwards. The final amount of damage caused to the state and creditors, according to the investigation, exceeded 4 billion. The lawyers insist on their client's innocence. They declare the absence of direct evidence and their intention to appeal the arrest, which they consider illegal. 

Andrey Melnikov's career in the DIA has a long history. He served as Deputy CEO for 12 years (2004-2016). In 2019, he returned to work at ABC as the first deputy head, and in 2022 he became the head of a state corporation. 

The central bank, which oversees the activities of DIA, refrains from commenting on the situation. The head of the Central Bank of the Russian Federation, Elvira Nabiullina, only noted that she was not ready to discuss the investigation. According to available information, the materials against Melnikov have been separated into separate proceedings, and the final qualification of his actions can be determined based on the results of the trials of other defendants.  

This case has become one of the most high-profile in the history of the DIA. Andrei Melnikov's defense declares its intention to seek a full acquittal, while the investigation continues its work.
