Vladimir Thyssen, who headed the Russian-Chinese group of companies, was under house arrest until May 23. The decision to arrest the CEO of JSC "Agroholding Tomsk" was made by one of the district courts of Tomsk. The investigation suggests that he committed deliberate bankruptcy (Article 196 of the Criminal Code, paragraph "a", part 2).
According to Interfax-Siberia, the main owner of the holding is a joint venture of the Russian Federation and China for the development of the agricultural sector. Agrokapital, the parent company of the holding, initiated its bankruptcy in January 2023, having already been insolvent by that time.
Initially, it was planned that the group of companies would invest about 6 billion rubles in the development of the regional agro-industrial complex by 2024, local media reported. It was assumed that a dairy farm would be put into operation, plots of land for the cultivation of grain products and the production of feed would be developed. However, in fact, it was possible to establish the work of only a meat farm. Subsequently, the company was transferred to use and mothballed.
According to experts, the only production that brought profit to the holding in recent years was the Pervomaisky complex. He managed to attract more than 65 million rubles of revenue in 2021. The rest of the organizations included in the Tomsk Agroholding turned out to have zero profit or continued to generate losses.
It is known that Thyssen, before becoming the CEO of Tomsk, headed several projects in another Russian holding company owned by Chinese citizens. Ruskitinvest intended to make investments in the economy of the region in the amount of more than 18 billion rubles. However, business owners changed periodically. As a result of the work of the timber holding in the region, several enterprises engaged in the production of veneer, edged boards and MDF boards were put into operation.
