The early warnings of the imminent threat of the spread of coronavirus infection at the beginning of this year were the numerous cancellations of cultural events: concerts, performances and other entertaining and educational events, related to the crowded public areas.
Some organizers immediately rescheduled the concerts for the certain dates, and the others simply canceled, probably realizing that it was difficult and premature to predict the resumption of the activity. One way or another, a decree of the Government of the Russian Federation has established the rules for exchange and refund of the tickets for cultural events that were canceled due to the COVID-19 pandemic.
According to the text of the document, the audience has the right to get back 100% of the price of ticket or exchange it for a voucher after the restrictions regime is lifted.
The decree also contains rules for the postponement of the cultural events and the conditions under which they can be considered as repealed. The document established that the organizers are obliged to hold the event canceled due to the threat of the spread of coronavirus no later than a year and a half from the date of lifting of the restrictions. The date of the event should be set within six months from the date of the lifting of restrictive measures, otherwise, the event will be recognized as canceled, and the money for tickets will have to be returned.
