THE FEDERAL TAX SERVICE WILL BANKRUPT KISLOVODSK PMK DUE TO A DEBT OF 76 MILLION
Stavropol Arbitration (AS IC) has begun to consider the application for financial insolvency of Mobile Mechanized Column 38 JSC. The initiator of the process was MI Federal Tax Service No. 20 in the Saratov region, which filed a corresponding lawsuit in December 2025. The reason for the appeal was the large outstanding debt of the enterprise to the budget, which, according to court materials, exceeds 76 million rubles.

The company, which has been operating since 1992 and is registered in Kislovodsk, operates in the field of construction of water management facilities. Its CEO is Anzor Dzhukkaev, and its main founder since 1994 has been Issa Kulchaev. Despite significant annual revenue of billions of rubles and the presence of a branch in Krasnodar, the company faced serious financial and reputational difficulties.
 
In parallel with the tax claims, the organization was involved in a criminal case initiated in Voronezh in the fall of 2025. The investigation concerns violations during the construction of a storm sewer system, where JSC PMK 38 acted as a contractor. Law enforcement officers estimated the damage to the budget at 400 million, pointing to the transfer of advances without the necessary documents and the disruption of work. The project, originally scheduled for completion in 2024, has been postponed to the end of 2026.
 
In addition, the company participates in another large–scale project in Voronezh - the construction of the second stage of Petrovsky Embankment. At the same time, the first stage of the facility, commissioned by another contractor, has already caused complaints, which in the spring of 2025 led to the decision of the authorities to hold new auctions.
 
For its part, JSC PMK 38, after receiving the court application, sent petitions for familiarization with the case materials and confirmed its intention to participate in the process. The company itself has not yet given detailed comments, citing the temporary absence of the head and the need to understand the situation.
