THE FEDERAL TAX SERVICE DID NOT BANKRUPT THE LARGEST TAX DEBTOR IN THE NOVOSIBIRSK REGION
A major Novosibirsk fuel supplier, Business Lines of Siberia (LLC DLS), managed to avoid bankruptcy, despite a colossal tax debt exceeding 2.3 billion rubles. This amount, a record for the region, consists of outstanding tax payments and penalties.

The organization, which was registered in the region 6 years ago, focuses on wholesale transactions for the sale of motor and aviation fuels. In 2022, the company managed to raise about 4.9 billion rubles. DLS is headed by Andrey Istratiy, and its founder is Nikolay Yeremeyenko. 

The insolvency procedure was initiated by the Federal Tax Service in November 2024, but the court terminated the proceedings due to the refusal of the tax service itself to finance the competitive process. Earlier, in August, the agency attempted to exclude the company from the Unified State Register of Legal Entities due to providing false information, but this procedure was suspended. 

Bankruptcy expert Anton Antonov draws attention to the fact that termination of bankruptcy proceedings does not cancel the company's debts. To recover them, creditors may initiate a procedure for bringing to subsidiary responsibility persons controlling the debtor, or the initiation of criminal proceedings under Article 199 of the Criminal Code of the Russian Federation. 

The court proceedings established the connection of the DLS with a group of Tomsk companies, among which is the Alexandrovsky Refinery (ANPZ). The capacity of ANPZ allowed processing up to 60 thousand tons of hydrocarbons annually, supplying diesel fuel to a number of Siberian regions. In 2013, control of the plant and Sever LLC passed to Yulia Arefyeva and Maria Gredasova. 

Two years ago, criminal proceedings were initiated against the leadership of Severa in connection with tax violations amounting to 104 million rubles. Sovcombank initiated the insolvency of ANPZ. Gredasova was declared insolvent in August 2024. Arefieva followed her into bankruptcy in October. 

The Avia Special Service company, owned by Gredasova, subsequently passed to Lyubov Yeremeyenko and Andrey Neganov. Yeremeyenko is also the head of Residential Complex – Moskovsky LLC, which is currently in the process of bankruptcy. A criminal case has been opened against its leadership on abuse of authority related to securing the obligations of the ANPZ by pledging property. 

Earlier, the tax authorities identified DLS schemes to minimize tax payments using fictitious VAT transactions. Part of the company's assets, including land plots in the Tomsk region, is secured by the Federal Tax Service.
