THE FEDERAL ANTIMONOPOLY SERVICE HAS IDENTIFIED A CARTEL DURING THE IMPLEMENTATION OF A NATIONAL ROAD PROJECT IN VOLGOGRAD
On June 30, the Federal Antimonopoly Service (FAS) of the Russian Federation announced the start of an investigation against three companies. All of them are suspected of a cartel organized at the road repair market in Volgograd.

According to the antimonopoly service, the firms Dom-Stroy, Dorstroy-34 and Astrol-DSK concluded the deal, thereby trying to overestimate the value of the contracts they signed. At the same time, the contracts were drawn up within the framework of the national project. The amount issued as part of the conspiracy amounted to almost 1.7 billion rubles.

According to the FAS, signs of anti-competitive behavior were revealed during an inspection of purchases for the repair of urban highways. In case of proof of the suspects' guilt, companies can be fined in accordance with the antimonopoly legislation and the Administrative Code. Legal entities face fines of up to 50% of the original contract price. Officials may be disqualified for three years. 

According to experts, the region's road industry has been rocked by corruption scandals more than once. So, in 2024, the antimonopoly authorities were already considering a cartel agreement, and as part of a national project for the construction and repair of roads. The amount of damage suffered by the state was estimated at one billion. 

According to the Prosecutor General's Office, over the past few years, various attempts have been recorded in the Volgograd region to avoid tax payments. They included fictitious bankruptcies of contractors, the withdrawal of assets from the state budget into the shadow market. 

Experts emphasize that the road construction industry in Russia is traditionally considered a popular place for the implementation of corrupt behaviors. In 2024, the Federal Antimonopoly Service of the Russian Federation initiated the initiation of over 300 cases related to cartels in this area. At the same time, the Volgograd Region is no exception, as violations of the law affect various regions of the country. According to rough estimates, the damage caused by cartels in these industries is estimated in the tens of billions.
