Earlier, “Rusbankrot” have published the material about the plans of the Ministry of Economic Development to reform the sector of market places with bankrupt property. Now, there are 48 of them, but it is proposed to reduce their number to 8.

The entrepreneurs are extremely dissatisfied with this situation and even wrote a letter to Mikhail Mishustin, asking him to stop the market “clean-up”. As an argument, they stated that a decrease in the number of online market places will lead to the fact that the remaining “lucky ones” simply will not be able to cope with the volume, which will lead to limited competition, higher prices and corruption.

The editors of “Rusbankrot” asked for comment of the head of the Russian Trading website, which specializes in selling the property of debtors. The expert said that limiting the number of online market places to 8, specified in the list, approved by the Government of the Russian Federation, is unlikely to lead to an increase in the price of property of the debtors, as according to the portal, 95% of the deals, that take place at tenders, are carried out through a public offer. This suggests that the initial selling price of the property is likely to be greatly overstated and does not cause the interest among buyers.

“The idea of a marketplace with bankruptcy property is not new. Moreover, it has already been implemented on several portals. In our opinion, the marketplace should be focused primarily on the buyer and meet his needs. Experience shows that state regulation of the placement of information is aimed at the seller, i.e. it obliges him to post the information. All information about the tenders is can be found on the Internet: on the European Federal Reserve Bank and the “Kommersant” websites, and in the case of seized property - on torgi.gov.ru. But the buyer is not satisfied with the quality and convenience of information, which explains the emergence of independent marketplaces”, our interlocutor said.

The expert also emphasized that it is economically feasible to modify existing websites, or leave this task to the market. At the moment, it looks rather like mastering additional budgets for the development or creation of additional difficulties to the arbitration managers either at their expense or at the expense of the debtor.
