Sergey Babin, the former head and sole beneficiary of Techprom, was declared bankrupt on January 17, 2023. The reason for his insolvency was a guarantee to a credit institution (CB "BFG-credit"), issued in 2015 as part of a loan for the construction of a residential complex in Perm. On February 8, the State Corporation "DIA" sent a petition to the arbitration, demanding to include in the register of its creditors a claim in the amount of 13,388,332,430.89 rubles. The hearing is scheduled for May 15.


BFG-Credit became insolvent on September 30, 2016. In the process, it turned out that the organization owed $46.3 billion to 2,751 creditors. As a result, the register included the debt of 2666 persons in the amount of 41.1 billion. The bankruptcy trustee (GC "DIA") managed to repay debts of only 2.2 billion (about 5.5% of the total amount).

According to the results of the investigations that accompanied the bank's bankruptcy, Alexey and Irina Lobanov, sentenced to 6 and 6.5 years respectively, were brought to criminal responsibility. Both of them were counterparties of the credit institution that built the "First Perm microdistrict" in the village of Lobanovo.

The court estimated the damage from their abuse at 512.9 million, and fraud at 15.4 million. Irina Lobanova was also accused of embezzlement of 34.9 million. It turned out that the shareholders of apartment buildings who paid the cost of their housing did not receive it. At the same time, their first loan agreement with the bank in the amount of more than 750 million was partially repaid (by 41%).

This did not prevent the couple from issuing a second loan of 737.5 million in December 2014. It was according to him that entrepreneur Babin, who was one of the general contractors of the project, agreed to become a guarantor at the end of January 2015. In 2017, DIA obtained a verdict in court on the joint recovery of 865.11 million from the Lobanovs, Babin and commercial organizations controlled by them, including penalties and interest.

According to the materials of the Babin bankruptcy case, at the moment the 48-year-old businessman works in one of the Perm HOA, receiving a salary of 25 thousand. He has five dependent young children. In addition, as noted by the local newspaper "RBC", the entrepreneur is the founder of two firms ("Orphistroy" and "Fatum"), the authorized capital of each of which is 10 thousand.
