THE DESIGN INSTITUTE IN KAMCHATKA WENT TO THE WORLD WITH CREDITORS
The unitary enterprise "Kamchatskgrazhdanproekt", which went bankrupt in 2019, has reached a settlement agreement with bankruptcy creditors. The court's ruling was issued on July 18, 2022. According to the press service, the amount of the organization's debt is more than 120 million rubles.

The Design Institute was established in Kamchatka 70 years ago. The specialization of "Kamchatskgrazhdanproekt" was construction projects, including the functions of the customer and the implementation of construction and installation works. It is reported that back in 2015, the organization had more than a hundred specialists. To date, the company employs only 29 employees.

Despite the small number, the team had previously actively declared its troubles, demanding that the regional authorities restore order in the work of the enterprise. Employees paid attention to the financial pit in which the project organization found itself. According to employees, the reason was poor administration over the past ten years.

It got to the point that in April last year, electricity was cut off in the building of the State Unitary Enterprise for debts. Moreover, the sanction was carried out by the State Unitary Enterprise "Kamchatstroyenergoservice", which is also in regional ownership. Such a measure of influence on the debtor did not bring positive results, while design engineers were deprived of the opportunity to fulfill orders and make projects. The company's debt to creditors reached 180 million by the end of 2021.

Repeated appeals of the collective to the head of the region, apparently, had an effect. The Government of the region decided to allocate a special subsidy to the organization in the amount of 55.837 million rubles. The money was supposed to be spent exclusively on making tax payments, eliminating fines and penalties. The subsidy is targeted and it cannot be spent for other purposes.

Earlier, the organization was already included in the regional program for the privatization of state-owned facilities. Similarly, regional officials hope to implement the requirements of federal legislation. They stipulate that unitary enterprises should not operate in competitive markets. The plan is expected to be implemented in 2022-2023.
