THE COURT SEIZED THE PROPERTY OF THE EX-DIRECTOR OF MOSBASALT DUE TO THE COMPANY'S DEBTS
The Moscow Arbitration Court (AS GM) has imposed restrictions on the property of Yuri Filimonov, ex-CEO of Mosbasalt. The basis for the court's act was the application of the interim manager, filed in the framework of the bankruptcy case.

The servants of Themis agreed with the arguments that during the monitoring procedure it is necessary to secure the assets of the top manager before clarifying his role in the financial collapse of the organization. The amount of the arrest amounted to 26.3 million rubles. 

The company filed for bankruptcy in August last year. Since then, the court has managed to introduce surveillance, as well as approve the register of creditors. The officially confirmed debt to them reached 8.1 million. However, in addition to this figure, Mosbasalt has other unpaid obligations.: Another 16.4 million remain behind the register, and about 1.5 million interest rates have been charged. 

In the fall of 2025, the arbitration manager initiated the process of bringing Filimonov to subsidiary liability. According to the applicant, it was the actions of the former director that could have led the company to insolvency. So that the court's decision, in case of a positive outcome, would not remain only on paper, the manager requested interim measures, and the court supported him by issuing a verdict in February. 

The Mosbasalt company itself was founded in 2019 and specializes in the production of textiles. In particular, the company's social media page mentions the production of a basalt geogrid, which is used in the construction and repair of roads. The main share in the authorized capital (66%) now belongs to the current director Olesya Matveeva. The remaining 34% is owned by Bauman Moscow State Technical University. 

It is noteworthy that NPO Mosbasalt LLC is registered at the same address in Troitsk with the debtor company. This structure is part of the Composites of Russia Engineering Center and is closely linked to the university. Interestingly, until the beginning of 2024, Yuri Filimonov was also listed as a co-founder of this NGO, but now his assets are under arrest due to debts of another legal entity. In the current situation, both the Moscow State Technical University and the NGO itself act as creditors of the bankrupt Mosbasalt. 

The arbitration will now have to assess whether the actions of the former CEO were in good faith. If the court finds him guilty of financial problems, the entire amount of debts, including non-statutory claims, can be recovered from Filimonov personally.
