The Arbitration Court of the Kama Region (AC PK) has scheduled on November 18, 2025, to hold the first hearing on the insolvency case of the ex-head of Ecoprombank Andrey Tuev. Financial claims against him reached 319.5 million rubles. The lawsuit is filed by the bankrupt Ecoprombank itself, whose interests in this process are represented by the DIA Group acting as the managing director.

The requirements are based on a criminal case reviewed in 2022 by the Perm regional court. The former head was convicted of embezzlement and abuse of authority, which caused damage to the bank in the amount of 372.4 million rubles. The sentence included seven years in prison, a fine and a ban on working in the financial sector. However, in 2024, the banker was released on parole.

In addition to Tuev, his former colleagues are involved in the 3.2 billion subsidy. Earlier, Rusbankrot had already written about this case. Together with Tuev, his deputy Vadim Manin and his accomplice Sergey Firsov appeared in it. Both have already been criminally punished and declared bankrupt.

By the decision of another Perm regional court in August last year, 319.5 million rubles were jointly recovered from them, which was confirmed by an appeal in 2025 in order to avoid double payments. The wife of the ex-head of the bank was also declared insolvent. As of September 2023, its debts amounted to 56.6 million.

The collapse of Ecoprombank, which was officially declared bankrupt in 2014, has a long history. The criminal prosecution of its leader began in 2016. Tuev was a fugitive from justice in Cyprus for five years and was brought to Russia only in 2021. In 2023, after the DIA's claims were transferred to civil proceedings, the agency initiated the recovery of damages through arbitration.

In total, more than 1.6 thousand claims worth 6.6 billion were registered in the bank's registry. To date, only a small part of the total debt has been satisfied, which is about 1 billion rubles.
