THE AUTHORITIES OF THE CHELYABINSK REGION WILL BANKRUPT THEIR OWN CORPORATION
On June 3, an application for bankruptcy of the Chelyabinsk OGUP, the founder of which is the Regional Ministry of Property (A76-20613/2023), was submitted to the arbitration. The founder initiated the procedure himself, indicating the presence of a debt of 16,366,900 rubles. Since last April, the Food Corporation of the Chelyabinsk Region (Food Corporation) has been in liquidation.


The organization managed to exist in the region for almost a quarter of a century, despite the scandals and criminal revelations that accompanied it in the press. The OGUP, established by the authorities in 1997, was engaged in the procurement of products from agricultural producers and supply activities. The corporation was transferred several times from the jurisdiction of one ministry (agriculture, and then industry) to the subordination of another (the last owner is mini - property).

Under Governor Peter Sumin, it was the "Food Corporation" that dealt with the distribution of state funds allocated to support the agricultural complex. Some major officials were directly connected with the work of the company. The ex-head of the organization Ivan Feklin later became vice-governor, and his colleague Andrey Kosilov held the position of deputy head of the region, overseeing the activities of the enterprise.

For one of the company's executives, the scandal related to the supply of fuel and lubricants turned into imprisonment. This happened after the organization signed a contract with a capital company that promised to supply 20 thousand tons of fuel and lubricants. After the OGUP previously paid the entire amount (200 million), it received only 2 thousand tons of fuel for 30 million rubles.

The investigation of the case established a lot of legal entities involved in fraud. It was through them that money laundering was carried out. However, the financial assets themselves have not been found. In 2020, four people involved in the criminal case received sentences. Among them was a relative of the head of one of the parties of Azerbaijan.

In 2014, the organization began paying the founder a multimillion-dollar debt (over 103 million rubles), about which a settlement agreement was reached. However, recently the debt of 16.3 million remained for the OGUP. The corporation has delayed the payment of 5 million over the past three months, which gave legal grounds to file an insolvency claim with the court.

Chelyabinsk officials mentioned plans to liquidate the organization back in 2021, when the company's loss exceeded 31 million. Last year, according to SPARK Interfax, the net loss amounted to 180 million rubles.
