SAYANSKKHIMPLAST'S 92 BILLION ASSETS BECAME STATE PROPERTY
The district Court in Khamovniki satisfied the claim of the Prosecutor General's Office of the Russian Federation regarding the property of the Sayanskkhimplast company. According to the judicial act, all assets of the once largest producer of polyvinyl chloride, with an estimated value of about 92 billion rubles, will be transferred to state revenue.

The company's products are known to be used in the defense industry and construction. For the city of Sayansk, the company is a city-forming company, and remains the largest producer of organochlorine products within the Russian Federation. 

The defendants in the case were Viktor Kruglov, the former head of the Legislative Assembly of the Irkutsk Region, and his family, as well as Nikolai Melnik, the former head of the enterprise. In order to make a decision, the court needed to hold only two sessions. The trial was held behind closed doors, citing the sensitivity of the data provided. 

The defendants did not personally participate in the meetings, they were represented in court by lawyers. They also did not recognize the claim requirements. But the court considered the arguments of the prosecutor's office sufficient and decided to execute the decision immediately. 

According to the supervisory authority, Kruglov, being a deputy, violated anti-corruption legislation. He did not declare his actual ownership in Sayanskkhimplast while in a government position. It was established that since the late 1990s Kruglov had consistently transferred the assets of the former state-owned enterprise to affiliated structures registered with family members and offshore companies. 

According to the case file, after being appointed CEO of the state-owned enterprise in 1997, he began restructuring, under which production facilities were transferred to the authorized capitals of subsidiaries. These structures were later registered to Kruglov-controlled companies. As a result, Sayanskkhimprom was declared bankrupt, and its assets were transferred to a new legal entity, Sayanskkhimplast JSC. 

The prosecutor's office claimed that the proceeds from the plant's activities were subsequently transferred abroad, mainly to Cyprus. According to investigators, companies were also registered there, to which Kruglov and his family subsequently regained control of the plant. In 2014, he obtained Cypriot citizenship without notifying the relevant authorities, which is also qualified as a violation. 

The court recognized the actions of the ex-deputy and his entourage aimed at misappropriation of state property. As a result, shares and shares of a number of companies controlled by the defendants, including Businessactiv, Sayanskgazobeton and others, were converted into state revenue. According to the combined estimate, this amounts to 92.4 billion rubles.
