SARATOV'S CONCEPT STROY IS SUSPECTED OF DELIBERATE BANKRUPTCY

The Saratov bankrupt company found itself in the spotlight due to suspicions of deliberate bankruptcy. Its bankruptcy trustee has identified transactions in the activities of the company "Concept Stroy" that raise doubts about the integrity of the ex-management.

According to the Bankruptcy Trustee, their conclusion could contribute to the deterioration of the financial condition of the business. On December 2, 2024, the arbitration court adopted a resolution on this case (No. A57-33239/2022), appointing a judicial examination on the issue of the market value of assets appearing in the disputed transactions.

The Bankruptcy Trustee was particularly interested in the salary of the owner and head of the company Valery Chezganov, which increased sharply against the background of a lack of profit. For the period from May to July 2022, his income amounted to 131.5 thousand rubles. However, in August-October of the same year, the average monthly income of the head increased several times, amounting to 474.1 thousand. Such a jump seems unreasonable, given the decline in the company's revenues.

Transactions with vehicles have become no less controversial. Their objects, in particular, turned out to be Nissan Terrano (2020) and Wolfswagen Tuareg (2013) cars. Both vehicles owned by the company were sold for 507 thousand and 460 thousand, respectively.

The market price of the Nissan Terrano was 1.6 million rubles, and the Wolfswagen Tuareg – 3.3 million (leasing – 2.2 million). Similar discrepancies were found in other car purchase and sale contracts. The funds received for Renault Duster and Kia QLE cars were never credited to the company's account, but were issued directly to the head himself under the report.

Financial transactions with other legal entities have become suspicious. For example, the right to claim 4 million was transferred to Adris, which was subsequently liquidated. Moreover, the founder of both societies was the same person. In 2022, the company transferred 1.2 million to a company with a similar name – "ConceptStroySaratov", which also attracted the attention of the manager.

Despite all these facts, there were no signs of fictitiousness in the bankruptcy of the company. The financial situation has deteriorated significantly in recent years. The Tax Service filed for insolvency at the end of 2022, indicating a debt of 16.2 million. The register also includes obligations secured by collateral (two land plots, an apartment building and a loader).

The company was founded in 2008 and specialized in construction. In the past, the company has signed 19 contracts with the state related to the repair of social institutions. The largest revenue in the amount of 179.2 million was received by the organization in 2015.

The bankruptcy Trustee intends to challenge contracts related to the sale of cars and other assets. Proceedings are underway with Stroy Lux in an attempt to return 2.3 million related to the shipment of goods to the bankruptcy estate. Court proceedings and procedures for the sale of the company's property are ongoing.
