The bill proposed for consideration by the State Duma contains penalties against negligent owners.  The authors of the initiative are Pavel Krasheninnikov and Vladimir Burmatov, chairmen of the committees for state building and ecology.

According to TASS, the press service of the Duma told that the owners of pets will have to pay for careless attitude to them. For poor maintenance - about 3 thousand rubles for individuals and for legal entities - up to 30 thousand rubles.

Administrative measures for animal cruelty are also prescribed.

If the actions of a citizen do not fall under criminal liability, a fine from 15 to 100 thousand rubles is provided.

In addition, the authors of the initiative propose to prosecute the owners of animal shelters if they violate the established rules. Officials will have to pay up to 15 thousand rubles, legal entities - up to 30 thousand rubles.

In case of mistreatment of animals that live on the street, administrative liability will also be provided - from 5 to 50 thousand rubles. The maximum amount of punishment will be established for legal entities.

The new bill contains penalties for those who keep or use for their own purposes animals included in the list of prohibited. If the actions do not fall under the criminal code, you will have to pay from 15 to 150 thousand rubles, depending on the category of citizens.

The authorities want to include punishment for violation of the rules of keeping and using animals in circuses, zoos, dolphinariums and oceanariums in the administrative code, including if there is no special license.

The fine for officials is up to 50 thousand, for legal entities - up to 200 thousand rubles.

The regional veterinary supervision, as well as the Federal Service for the Oversight of Consumer Protection and Welfare and the Federal Service for Veterinary and Phytosanitary Surveillance will control the implementation of the new requirements and will initiate and consider cases.
