RUSSIAN AUTHORITIES WILL COLLECT INFORMATION ABOUT THE CITIZENS

The State Duma approved the draft law in the third reading, according to which, an electronic database of the citizens of our country will be created. It will include the entire period of the people’s life: from their birth to death. According to the text of the document, the data will be under the control of the Federal Tax Service, and the mechanism itself should start working in 2023.



The innovation was initiated by the government. In September last year, the lower house of parliament adopted the document in the first reading.

The refinement of the document took seven months and by the second reading, the significant changes appeared in the text of the draft law: individuals were given the opportunity to get information from the register, and the data could also be obtained for notarial actions.

The register has a “closed” part, in which it is supposed to store the personal data of people under the state protection.

The State Duma approved another government initiative: in the second reading, a draft law, allowing the use of confiscated alcohol for the production of antiseptics, has been approved. According to the authors of the draft law, the number of antiseptics, produced in the country, will increase, which is especially important during a pandemic, and the budget funds will be saved due to the disposal of the confiscated goods.

As part of support of the small and medium-sized businesses, the lower house of parliament approved a draft law, allowing SMEs to unilaterally terminate lease agreements if the tenant does not reduce the payments. In this case, no compensation is required. The measure is valid until October 1.

The draft law, which provides for a double increase in the minimum childcare allowance, has been approved in the second reading as well. Now this sum will amount to 6,752 rubles. The financial support can be received by non-working mothers of first-born children under the age of 1.5 years.

A new government initiative is the proposal to make the refunds for unused tickets possible in the event of an emergency state or its threat.

This problem was encountered by many passengers, who bought the tickets before the start of the coronavirus pandemic in the Russian Federation. The draft law has already been prepared, so its adoption, according to the assurances of the chairman of the All-Russian Association of Passengers, will not take much time.
