RUSAGRO FOUNDER WAS CHARGED WITH LEGALIZING 86 BILLION
The criminal case against Vadim Moshkovich, the founder of Rusagro, and Maxim Basov, the former CEO of the company, is ready to be sent to court. The investigation has completed its work, significantly expanding the list of alleged acts and increasing the total amount of claims to 86 billion rubles. Previously, the defendants were accused of fraud and abuse of power, but the final wording includes new articles: deliberate bankruptcy and money laundering. At the same time, the charge of abuse of power was dropped.

The central episode is considered to be the acquisition of a controlling stake in the assets of the Solar Products holding. According to the investigation, in 2018, 1,020 shares of Kvartlink, with a market value exceeding 50 billion rubles, were purchased from Vladislav Burov's structures at a symbolic price of €1 per share. The defendants allegedly had full information about the real value of these assets.

After establishing control, according to the investigation, a plan was implemented to bring the holding company to insolvency. To do this, the rights of claim were purchased from the Rosselkhoznadzor for 34.7 billion, after which a loan delay was artificially created. This made it possible to initiate early debt collection, which led to the inability to pay off 18 other creditors in the amount of 7.5 billion. The amount of damage also includes the alienation of 85% of the assets of "Solar Products" owned by Burov. 

Special attention is paid to the episode of money laundering. The investigation considers the participation of Rusagro structures in auctions for the sale of the bankrupt holding's property as money laundering. The value of the assets acquired in the framework of bankruptcy proceedings amounted to over 28.6 billion rubles. 

Solidary civil lawsuits have been filed against both defendants. The process of familiarizing the defense with the case materials will take several months. Moshkovich and Basov deny their guilt. 

It is noteworthy that in the summer of 2025, a separate criminal case was opened against Moshkovich for bribing an official. The combination of these circumstances led to a reassessment of the bankruptcy scheme of Solar Products, which was previously recognized by the courts as legitimate, but in 2025 it again became the subject of a criminal investigation.
