ROSTEC'S "DAUGHTER" HAS STARTED ITS BANKRUPTCY
The National Center for Informatization (NCI LLC), which is a subsidiary of the Rostec state Corporation, has begun bankruptcy proceedings. The company's application was submitted to the Moscow Arbitration Court in mid-December (case no. A40-302093/2024). The organization's decision is related to the presence of significant debts to a number of individuals, including Er-Telecom and the former subsidiary of the National Center for Informatization, Tsifromed.
The National Center for Informatization dealt with issues related to the restructuring of financial debt. But the company's debt obligations accumulated in recent years have significantly complicated this process. Among the major creditors are Er-Telecom, which was a subcontractor of the National Center for Informatization under a state contract worth 1.7 billion rubles, as well as Cifromed. The latter secured through the court the recovery of debts of 201 million and 68 million from the National Center for Informatization, some of which have already been paid.
The company's financial problems began amid declining revenue and mounting losses. In 2023, the National Center for Informatization showed revenue of 3.7 billion rubles, but losses amounted to 50 million. Since 2021, the company has been operating with a negative financial result, despite the fact that it had previously actively participated in the implementation of government programs. Among them are projects on healthcare informatization and the creation of infrastructure for the 2018 FIFA World Cup in Russia.
The history of the National Center for Informatization is connected with Rostec. In 2014, he actually created a company to implement projects in the field of digitalization. During the existence of the National Center for Informatization, he participated in major government contracts, including the creation of the Safe City system. However, the Ministry of Emergency Situations had to send appeals to the supervisory authority due to unfulfilled obligations under this project and a debt of 170 million rubles.
In addition to the debts, the company faced disagreements within its structure. The National Center for Informatization owns shares in Bars Group, whose main owner Timur Akhmerov has applied to arbitration. He demanded to invalidate certain clauses of the shareholder agreement. In addition, the National Center for Informatization lost control over several other projects (including the electronics manufacturer Edelweiss).
Against the background of these problems, the future of the National Center for Informatization looks uncertain. Debt issues, internal conflicts, and difficulties with creditors highlight the need for a deep review of the management strategy and asset restructuring. The court's decisions in the bankruptcy case will be key to determining the future fate of the company.
