ORYOL PROMCEOLIT CAME UNDER EXTERNAL CONTROL
On June 11, 2025, the Orel Arbitration Court (AS OO) placed Promceolit (JSC) under surveillance. The organization will soon be going through bankruptcy proceedings under the supervision of a temporary administrator. The reason for the consideration of the case was an application filed by the company "Tseotreidresurs", demanding from the organization about 90 million rubles.

With the appointment of WU, a comprehensive audit will begin at JSC. The next four months will be devoted to financial and economic analysis and assessment of prospects for restoring solvency. Based on the results, a register of creditors' claims will be formed, as well as a report on the causes of the crisis. 

The key task of the monitoring is to find out whether Promceolit's activities can be restored or whether there are grounds for declaring the company insolvent. Special attention will be paid to identifying signs of deliberate bankruptcy, including the possible withdrawal of assets. According to informed sources, details of a long-standing conflict among shareholders may come to light during the procedure. 

As part of the audit, it is planned to study the activity of the previous management of the company – Sergey Kornev and Pavel Tarasov. According to experts, the results of the audit may also affect the final beneficiary of the plant, Alexander Kazachenko, an entrepreneur from the capital, whose influence on the company has increased in recent years. 

Promceolit is located in the Khotynets district. Since 2013, the company has been owned by TIG Mineral Resources. The owner has invested over 110 million in the project. During this period, the equipment was upgraded, the product range expanded, and jobs for 150 employees appeared. 

Internal corporate disagreements culminated in a change of ownership in 2021. However, in the last four years, after the transfer of control of the company to the Alsiko group associated with Kazachenko, financial problems have been growing. Several structures of the group have already gone through bankruptcy proceedings. Today, only a few enterprises are operating out of the assets, including Promceolit.
