ORYOL CONSTRUCTION COMPANY UNDER THREAT OF BANKRUPTCY DUE TO MILLION-DOLLAR DEBT
In the Orel region, one of the major construction companies is at risk of losing its solvency due to the claims of the fiscal authorities. The arbitration of the region has received a claim for the insolvency of Kitesnab LLC, which previously demonstrated billions in revenue. The applicant was interdistrict Federal Tax Service No. 20, representing the Saratov Region. At the moment, the court has not yet registered the application in the proceedings, but the amount of the claims is already known – the tax authorities demand that the debtor be declared bankrupt due to a debt of 71.3 million rubles.

Interestingly, in the past, Kitesnab itself did not act as a defendant in insolvency cases, but at the same time actively participated in such proceedings as a plaintiff. In particular, the organization is suing one of the structures of the Stroygazmontazh group, the Krasnodargazstroy company (JSC). Another lawsuit is underway with the Kuban company Green Motors, whose beneficiary is Alexander Shilovsky. Both processes are still under review.

It is worth noting the personnel changes in the structures associated with the defendant. Sergey Grayvoronsky, the head of Krasnodargazstroy, who held this position in 2019-2025, then began working as the CEO of Voronezh City Electric Grid, which is controlled by Rosseti.

According to information from open sources, Kitesnab appeared in Orel more than 15 years ago. The main activity is the construction of buildings. Andrey Ushkov has been the permanent head of the company for the last 15 years and the owner.

The analysis shows a sharp deterioration in the financial situation of the company. By the end of last year, revenue fell by 14%, falling by 300 million. However, the situation with a net profit of 3.3 million is even more dramatic. The firm found a 94% reduction compared to the previous financial period. Before that, it was 52 million. The number of employees of the enterprise varied in different directions. Three years ago, 57 employees worked here. By 2025, the staff had grown to 98 people.

In addition to construction, Kitesnab owns licenses for passenger transportation, installs fire safety systems, and can work with cultural heritage sites. The organization does not have any existing intellectual property objects that allow it to brand its products.

The firm's portfolio includes three government contracts with a total price of 4.5 million. They were issued 8 years ago. Two contracts were signed with PJSC ROSSETI Center for the design of power grid reconstruction in Uritsky and Livensky districts. Another contract was signed with Gazprom Teploenergo Oryol. It involves painting the chimneys of boiler houses.
