ONLINE CASH-DESKS, ON-SITE AUDIT AND MIR CARDS: WHAT CHANGES WILL COME INTO FORCE IN JULY?
In July, several important innovations, designed to change and even facilitate the work of business, will come into force at once. Read more about each of them in our selection.

The number of on-site inspections for businesses will decrease

From July 1, the system of state control over business activities will change in terms of reducing the number of on-site inspections. Now they will be carried out only in a situation where it is not possible to evaluate the work of the company or to properly confirm the reliability of the available information.

What is more, the duration of inspections has been changed, the period of which now cannot exceed 10 days.

Inspectors from different departments will lose the right to inspect the same requirements. New forms of control, such as monitoring procurement and selective control, will emerge.

Individual entrepreneurs who work without employees are required to make settlements through online cash-desks

The introduction of this rule of law was delayed by a year due to the Covid-19 pandemic. Now it is nevertheless decided to introduce it, and this means that from July 1, individual entrepreneurs will be obliged to make settlements with their clients using online cash-desks.

In this case, it is possible to use only the equipment that has been approved by the tax authorities. For non-compliance with the new requirements, liability is also provided - a fine in the range of 25-50% of the check amount, but not less than 10 thousand rubles. If the amount of online-cash settlements exceeds 1 million rubles, it is possible to suspend activities for up to 90 days.

In case the tax return is not submitted, the account blocking will come later

Amendments, according to which the tax authority has the right to block the account of an organization or individual entrepreneur when the latter submits reports with a delay of 20 working days or more, come into force. Previously, the rule of law allowed blocking in case of delay of 10 working days. What is more, the law establishes the right of the tax authority to notify the taxpayer about his failure to fulfill the obligation to submit reports. The notification must be sent no later than 14 days before the day the decision on blocking is made.

Issuance of free electronic digitals signatures for organizations and individual entrepreneurs

From the beginning of the month, a program for issuing free electronic digital signatures for individual entrepreneurs and organizations starts. Individual entrepreneurs themselves or persons entitled to act on behalf of the organization without a power of attorney (its leaders) will have a right to receive them.

Electronic digital signatures will be issued by territorial offices of tax inspectorates, accredited by commercial certification centers.

The signature will be valid until the end of the current year or another period specified when issued. At the same time, from the next year, the issuance of a qualified electronic signature will be carried out at the certification center of the Federal Tax Service. The service will be free of charge, however, in order to record a qualified certificate, you need to purchase a special data bearer, a regular memory stick will not work.

Mir cards will become even more widespread

From the beginning of the month, enterprises and individual entrepreneurs, the annual revenue of which is 20 million rubles, should start carrying settlements with Mir cards. In this case, the calculation will include the total income, but not just the monetary value of purchases from companies.

For non-compliance with the new requirement, fines are established: up to 30 thousand rubles for managers and individual entrepreneurs and up to 50 thousand rubles for companies.

In addition, the period for transferring various kinds of budget payments to the population to Visa and MasterCard (Maestro) payment systems ends in July. Now pensions, benefits and even maternity capital funds will be transferred to Mir cards.
