Perm-based Kama Shipping LLC, which became famous after the environmental disaster in the Kerch Strait (the sunken tanker Volgoneft-212), is finally losing its status as an operating enterprise. The initiator of the liquidation was the Interdistrict Federal Tax Service No. 17 in the Perm Territory. Information about the upcoming removal of the company from the Unified State Register of Legal Entities became public on May 27 thanks to the Rusprofile service.

This legal entity appeared in Perm in 2016. Konstantin Selkov and Larisa Frolova are listed as the founders with 50/50 shares. The organization acted as the charterer of the tanker that was in distress in December 2024. The consequences of the crash were severe: about 2.4 thousand tons of fuel oil spilled into the Black Sea, which caused serious damage to the ecosystem.

The legal proceedings began immediately after the incident. The owner of the sunken vessel, KamaTransOil– filed a lawsuit against Kama Shipping, demanding compensation for losses. The plaintiff succeeded. This was followed by a statement on the insolvency of the charterer himself. At the same time, Konstantin Selkov sued himself as an individual. As for his partner Larisa Frolova, she has already been officially declared bankrupt with the subsequent sale of assets.

The bankruptcy case of Kama Shipping itself continues. The Moscow Arbitration Court temporarily suspended the proceedings, but then the process resumed. The key reason was the debt to the state treasury of 57.8 million. The next hearing is scheduled for June 3.

The tax authorities revealed the arrears on October 28, 2024. The firm tried to challenge the results of the audit by filing a lawsuit in March last year, which delayed the collection for some time. However, on December 16, the court sided with the fiscal officers. The appeal was unsuccessful: on March 4, it was returned due to the fact that the applicant had not paid the state fee.

The figure of Mr. Selkov deserves special attention in this story. Previously, he managed KamaTransOil LLC, the direct owner of the sunken tanker. Back in 2018, this structure had financial difficulties, and by 2019, the debt exceeded 3.1 million rubles. However, there was no bankruptcy petition at that time. In February 2020, the court considered this a violation of the law and suspended Selkov from the leadership for six months.

The investigation also found out that in the period from December 2024 to April 2025, after the disaster, the director of Kama Shipping concealed 10.9 million, which were subject to compulsory collection. He admitted his guilt. The result in March was a fine of 230 thousand.

On the same day, the arbitration court declared Selkov himself bankrupt as a citizen – the procedure for the sale of his personal property was introduced. The volume of debt obligations of an individual reached 26.3 million rubles. Larisa Frolova's co-owner's figures are also impressive: her debts are estimated at 6.6 million. Against this background, the court left without motion the claim of one of the creditors who wanted to recover 15 million under the loan agreement.

In addition to the bankruptcy vicissitudes, Kama Shipping appears in other lawsuits. In Perm, the claim of the supervisory authority for unpaid salaries to employees is being heard. And in Moscow and Krasnodar, meetings are being held to compensate for the damage caused to the Black Sea coast near Anapa. The total amount of claims against the defendants (including KamaTransOil) exceeds 35.4 billion.
