The lower house of parliament adopted a bill establishing the need for licensing educational activities in the second reading. According to the authors of the initiative, the innovation will help in the fight against the propaganda of "anti-Russian measures." The rule of law may appear in the Law on Education and come into force from June 1 this year.

The work on the bill started in November last year, and in December it passed the first reading.

According to the explanatory note, the current Russian legislation not only does not regulate the legal basis of educational activities and the procedure for its implementation, but does not even contain its definition, which it was decided to correct.

The document includes compulsory licensing of educational activities and the possibility of carrying them out only by organizations approved by the Government of the Russian Federation.

305 deputies voted for the adoption of the law, 62 voted against, and two abstained.

The scientific community was not happy with this regulation.

In particular, the Presidium of the Russian Academy of Sciences criticized the innovation. According to the President of the Russian Academy of Sciences Alexander Sergeev, the legislative initiative will complicate and slow down the popularization of science.

In addition, a corresponding petition against the adoption of the law has already appeared on the Change.org website. Astrophysicist Sergei Popov became its author. The initiative has already collected over 230 thousand signatures.
