The growth of housing and communal services debts has worried power engineers. The discipline of payments has recently become worse than in 2020. According to representatives of resource-supplying organizations, this situation may threaten to disrupt preparations for the winter heating season.

In an open letter sent to the Prime Minister by the largest energy companies, the energy industry is asked to cancel the moratorium set at the end of March 2022 ahead of schedule. Otherwise, the country may find itself in a situation of a deep crisis of non-payments for communal services.

In various regions, as noted by Izvestia, there is a decrease in the collection of payment for housing and communal services. The moratorium, which is set until October 1, 2022, does not allow collecting debts immediately through the bank. Power engineers are forced to send recovery documents to bailiffs. As a result, the procedure turns out to be time-consuming, since the FSSP employees must follow the established procedural order.

According to statistics, the level of citizens' debts to housing and communal services has increased by 15% over the past couple of years. Today it is about 1.5 trillion rubles.

In the conditions of the moratorium, suppliers are forced to send moral exhortations to customers. After all, the success of public utilities during the autumn-winter heating season depends on whether the resource-supplying organizations will have time to carry out planned infrastructure repairs and update the auxiliary equipment of the CHP.

Power engineers currently have no other means of effectively influencing the discipline of payments. A similar situation is developing in the field of water supply. According to representatives of the profile Russian Association (RAV), a significant number of non-payments are associated with the vital activity of "unplugged consumers". This means that the managers of water utilities currently do not have legal mechanisms to influence this category of customers.

According to experts, the current economic situation in the country makes it possible to cancel the moratorium. After all, this measure was introduced as part of the fight against anti-Russian sanctions to counteract the deterioration of the Russian economy. At the same time, the Ministry of Energy notes that there is no reason for companies to worry, the heating season will be successful and preparations for it are carried out as normal.
