In the first six months of 2026, 66.7 thousand new commercial organizations were added to the Unified State Register of Legal Entities. This is 23.6% less than the result for the same period last year, when 87.2 thousand companies were registered. Such indicators follow from the statistics of the Federal Tax Service (FTS), published on the Federal Resource.
At the same time, the number of businesses that terminated their operations due to liquidation decisions increased. In January-June 2026, there were 17,000 such organizations, which is 32.7% higher than in the first half of 2025. However, there was a decrease in bankruptcies, with 2,502 companies ceasing operations due to this reason, a decrease of 6.2% year-on-year.
On the other hand, there was a decrease in the number of companies excluded from the Unified State Register of Legal Entities by tax authorities. In the first half of the year, the Federal Tax Service removed 101,700 companies from the register, compared to 117,000 the previous year, a decrease of 13.1%.
The Federal Tax Service regularly purges the register of organizations that do not actually conduct business, do not submit reports, and do not conduct transactions on bank accounts within 12 months, as well as companies with inaccurate information. Among the companies excluded in the first half of 2026, 12% were inactive legal entities: 12,200 companies, which is 43.2% less than last year's value. Another 40% of the exclusions were related to inaccurate data: 40,400 organizations, which is 32.0% less than in the first half of 2025.
The use of the simplified procedure for excluding small and medium-sized enterprises based on the founders' application has significantly increased. According to this mechanism, 47,400 legal entities were removed from the Unified State Register of Legal Entities, which is 3.2 times more than a year earlier. This procedure accounted for 46.6% of all companies excluded from the register by the Federal Tax Service.
In addition, 1,673 companies classified by the Bank of Russia as high-risk for suspicious transactions were excluded from the Unified State Register of Legal Entities in January-June 2026. The publication states that this is 1.8% of exceptions by the decision of the Federal Tax Service and 12.6 times less than in the first quarter of 2025, when 21.0 thousand such organizations were excluded.
Reorganization activity has also decreased. The number of companies that ceased operations due to the reorganization decreased by 0.3% and amounted to 2,895. New companies created as a result of the reorganization registered 628 against 925 a year earlier, that is, 32.1% less.
In total, for all reasons, 121.6 thousand companies ceased operations in the first half of 2026. This is 8.4% lower than the result for the first half of 2025, when the figure was 132.7 thousand.
The total number of active commercial companies in the Unified State Register of Legal Entities decreased by 2.1% in six months: from 2.559 million to 2.505 million. As of July 1, 2026, the annual decrease was 4.3%. The total number of legal entities in the state register decreased by 1.9%, to 3.104 million.
According to the Federal Tax Service, the number of small and medium-sized businesses in the first half of 2026 decreased by 223.1 thousand, or 3.3%, to 6 million 612.4 thousand. At the same time, the indicator remains 3.5% higher in annual terms.
Within the SME segment, the number of legal entities decreased by 173.7 thousand, or 7.9%, to 2 million 22.7 thousand; year-on-year, the decrease was 5.2%. The number of individual entrepreneurs decreased by 49.4 thousand, or 1.1%, to 4,589.8 thousand over the first half of the year, but increased by 7.8% compared to the middle of 2025.
