The statistics of the Federal Tax Service (FTS) for 2025 show a noticeable decrease in entrepreneurial activity in the segment of legal entities. The number of newly created commercial structures decreased by 20%, amounting to 173.1 thousand against 215.9 thousand a year earlier. At the same time, the number of liquidations under the standard procedure decreased to 27 thousand, which is 15% lower than in 2024.

5.3 thousand companies have completed their activities as part of bankruptcy procedures, which is 7% less than in the previous year. However, the total number of organizations that have ceased to exist for all reasons has reached 239 thousand, exceeding the 2024 figure by 14.3%. Thus, for the first time in recent years, the number of closed companies (about 240 thousand) significantly exceeded the number of new registrations (173.1 thousand). 

At the initiative of the Federal Tax Service, 206.2 thousand legal entities were excluded from the Unified State Register of Legal Entities, which is 20.4% more than in 2024. This amount included 41.7 thousand inactive companies (a decrease of 10.4%) and 110 thousand organizations with unreliable data (an increase of 9%). Also, 23.4 thousand legal entities were excluded under a simplified procedure based on the statements of the founders. 

As a result, the total number of operating commercial organizations in the Unified State Register of Legal Entities decreased by 64 thousand (2.4%), amounting to 2 million 559.1 thousand. This is a turning point after two years of moderate growth. The total number of entries in the registry decreased by 2.2%, to 3 million 162.8 thousand. 

An interesting feature of the year was the change in the structure of small and medium-sized enterprises (SMEs). Despite the overall increase in the number of SMEs by 3.7% (to 6 million 835.6 thousand), significant changes have taken place within the segment. 

The number of legal entities belonging to SMEs decreased by 2.8%, to 2 million 196.4 thousand. At the same time, the number of sole proprietors increased sharply by 7.2%, reaching 4 million 639.2 thousand. The share of sole proprietors in the total number of SMEs increased from 65.7% to 67.9%, indicating a shift towards simpler forms of business.
