EX-CEO OF AN INSURANCE FIRM IS WANTED TO BE INVOLVED IN A 1.5 BILLION SUBSIDY
In 2020, the activities of the RIKS insurance company were suspended. The Central Bank decided to revoke the company's licenses, citing violations related to the placement of insurance reserve funds and non-compliance with investment requirements. The regulator also highlighted potential threats to the rights of customers, beneficiaries, and insured individuals.

The company, which specialized in housing insurance in the Moscow region, officially entered the bankruptcy proceedings in March 2023. The Deposit Insurance Agency, which has been appointed as the responsible manager, is overseeing this process.

 Now, the issue of the former top manager's personal financial responsibility is being considered. On July 7, 2026, a court in Moscow sided with the Deposit Insurance Agency in a dispute regarding the recovery of damages from Mikhail Kuznetsov, the former general director of RIKS LLC. The statement initiated by the state corporation concerns the imposition of subsidiary liability for the obligations of the bankrupt company.

 In support of its claims, the Agency points to the actions of the manager that led to negative consequences. According to the applicant, the former director concealed the true financial situation of the organization and did not take timely measures to prevent the collapse. These circumstances, as the plaintiff believes, directly influenced the inability to fully settle the creditors' claims.

According to preliminary estimates, the amount that may be recovered from Kuznetsov exceeds 1.5 billion rubles. However, the exact figure will be determined later, as it will be adjusted based on the final settlements with creditors during the bankruptcy proceedings.

 It is worth noting that this is not the first time the Agency has filed a lawsuit in this case. The initial attempt to hold the former CEO accountable dates back to the spring of 2023. At that time, the requested amount was significantly lower, approximately 697 million rubles.

The first-instance court sided with the defendant, denying the claim despite the seizure of his property within the specified amount. However, the dispute was reconsidered, and the outcome of the new proceedings significantly changed the situation. The potential amount of claims increased by more than double. However, the ASV's announcement did not provide an explanation for this increase. 

At the moment, the full text of the court's ruling has not yet been published. This means that the defendant's side retains the right to appeal the decision, and the final point in this case can only be reached in higher courts.
