A scandal involving financial fraud is unfolding at a federal museum (the Russian State Museum of Fine Arts). The head of the cultural institution, Vitaly Zotov, has become the focus of attention for law enforcement agencies. He is suspected of receiving large amounts of property belonging to others. Despite the seriousness of the allegations, the top manager continues to hold his position and coordinate the gallery's ongoing projects.

The reason for the police officers' visit was a private citizen's statement. In May of this year, Sevastopol law enforcement agencies initiated a process regarding possible breach of trust, and in June, the suspect was detained. The statement was made by a woman who is related to the institution's security service. Her husband works as the deputy director in this area.

 In her statement, she indicated that she had transferred a large sum of money to the gallery's management a year ago. A promissory note was issued as proof of the transaction. According to the applicant, the funds were required to urgently repay debts to third parties. Moreover, the total amount of creditors' debt exceeded the loan received. The promise to repay by the end of 2025 remained unfulfilled.

 The victim's defense clarifies that during a personal meeting, the debtor acknowledged the lack of financial capacity to return the funds. He recommended the creditor to wait in line with other claimants.

 It was revealed that this was not the first financial conflict involving the head of the exhibition complex. Three years ago, the Moscow Arbitration Court had already declared him insolvent on the basis of a claim by another creditor who had also provided him with a promissory note. In addition, two years earlier, the debtor had been restricted from crossing the border. However, according to the relevant parties, this measure did not prevent him from traveling to countries in the Middle East and Latin America.

 During the interrogations, the defendant vehemently denied the allegations against him. He completely denies receiving money from the applicant and claims that this is the first time he has seen a document with the alleged signature. To verify these arguments, the court ordered a special handwriting analysis, the results of which could have a significant impact on the investigation. During the confrontation, he chose not to testify, citing his constitutional right to remain silent.

The judge imposed certain restrictions on the director, but his work duties remained unaffected. He continues to manage the gallery and prepare for the launch of a major cultural project.

The victim's lawyer appealed to the leadership of the Investigative Committee with a request to strengthen supervision over the case. He is also concerned about the fact that the management of large state assets and valuable art collections has been entrusted to a person who did not have a specialized education at the time of his appointment.

The art gallery itself, located in Sevastopol, is an important cultural heritage site of federal significance. It was established by government decision in 2019, and the full-fledged complex was completed at the end of last year. 

The large-scale building has thousands of square meters of exhibition space and is designed to accommodate a large number of visitors. The opening to the general public took place in late June, where valuable exhibits were presented, including famous works by a Soviet artist that had arrived from other regions.
