A draft law that gives the right to hold all kinds of online meetings has been submitted to the State Duma.
In a remote form, it may become possible, in particular, to hold boards of directors, meetings of creditors in the framework of bankruptcy cases and even congresses of non-profit organizations. The innovations were initiated by parliamentarians Pavel Krasheninnikov and Alexey Makarov.
At the moment, all kinds of legally significant meetings using online formats are not considered to be held in person, which calls into question the legality of the decisions taken at them.
At the same time, technologies do not stand still, and remote formats may well become a convenient and worthy alternative.
According to Krasheninnikov, the legislation must take into account the entire spectrum of such possibilities.
In particular, a combination of offline and online meeting methods is proposed. At the same time, for remote participation, it will be necessary to comply with two prerequisites: reliable authentication and a properly formalized will of the participant. At the same time, voting on the agenda can be possible both by raising a hand and by filling in a special electronic form.
According to the authors of the initiative, the adoption of the bill will contribute to the creation of legal conditions for the further development of the digital economy.
