CHELYABINSK EX-DEPUTY CONVICTED OF BANKRUPTCY OF CONSTRUCTION COMPANY
Oleg Ivanov, the ex-founder of the Alfastroy construction company, who was previously elected to the city representative body, was sentenced. The Central District Court of Chelyabinsk found Ivanov guilty of intentionally creating conditions for the bankruptcy of the organization. The former owner of the company was sent to a penal colony for 3.5 years, fined 150,000 rubles. Information about this appeared in the reports of the regional department of the TFR.

The investigation and the court found that the reason for the criminal prosecution was a series of economic manipulations. In 2013, Alfastroy signed a major contract with Greenflight. It was about the construction of the Akadem Riverside residential complex. The total area of the facilities under the agreement was 250 thousand square meters, and the amount of financing raised was 7 billion rubles. The company's management has not fully fulfilled its obligations.

As part of the criminal case, it was proved that the businessman intentionally made transactions that were unprofitable for the company. The money was withdrawn through controlled legal entities under the guise of loans for the purchase of materials, but was actually spent for other purposes. At the same time, artificial debt was created and the appearance of insolvency was formed. Subsequently, the assets of the organization were transferred to a nominee director in another region, after which bankruptcy proceedings began. 

The material damage caused to the developer by such actions was estimated at 145 million. In order to secure a civil claim in order to compensate for the damage, the court seized Ivanov's assets in the amount of 162 million. This includes allotments and real estate. The claims of the injured party in this part were fully satisfied by the court.

Ivanov's detention took place in December 2022 with the forceful support of employees of the regional FSB. They also assisted in the collection of evidence at the stage of the preliminary investigation. 

In addition to the criminal penalty, in March 2026, the Chelyabinsk Arbitration Court (AS CHO) determined the measure of responsibility of the beneficiary in the framework of the Alfastroy insolvency case. 1.25 billion rubles were recovered from the ex-head in solidarity with his ex-wife Tatiana Zavgorodnya in order to attract subsidy.
