CASSATION RECOGNIZED TERMINATION OF BANKRUPTCY OF THE EX-GOVERNOR OF THE CHELYABINSK REGION AS LAWFUL
The Cassation Court (AS of the Ural District) confirmed that the insolvency case of the ex-governor of the Chelyabinsk region was legally terminated. Boris Dubrovsky's creditors' cassation appeal was reviewed and rejected (case no. A76-4718/2023). Thus, the verdicts of the first instance and the appeals remained in force. The relevant information is reflected in the file of arbitration cases.

The initiator of the bankruptcy procedure was the Montazhnik production association and other creditors, whose claims against Dubrovsky amounted to 8.8 million rubles. However, the debt was repaid by entrepreneur Denis Kashigin, a well-known businessman in Chelyabinsk. In April of this year, all the creditors' claims were closed, which allowed the case to be terminated on May 15. 

Despite this, some of the participants in the process, including representatives of the Installer, expressed disagreement with the completion of the procedure. Their objections were related to the unresolved issue of the possible involvement of the former head of the region in the subsidy. The amount of potential claims, according to creditors, could reach 1 billion. They tried to appeal the termination of the case, but they did not achieve anything. 

The appeal (the 18th AAC) indicated that there were no outstanding obligations to creditors in the register, and noted that if Dubrovsky had new debts, it was allowed to initiate a separate insolvency procedure. 

The political biography of the former head of the region began more than 10 years ago. In 2014, he was appointed head of the Chelyabinsk region. He resigned in March 2019. Later, an investigation was launched into the case of alleged abuse of office, which involved the amount of possible damage in 20 billion. As a result, the case was dropped and the prosecution was declared illegal. 

Last year, the arbitration court declared the ex-governor insolvent. At the same time, he is still wanted in the database of the Ministry of Internal Affairs of the Russian Federation. His card says that he is charged under the article of the Criminal Code of the Russian Federation. But the specific qualification of the act is not specified in open sources.
