The collaboration between the ministries and departments is now focused on the creation of a draft law which will establish liability for the bankrupt companies that cause environmental damage.



The consequences of the shutdown of the Baikal pulp and paper plant in April this year have prompted the creation of a legal mechanism. The plant had worked for more than half of a century, and dumped its waste into the lake all this time, violently polluting it. Now the state has to eliminate the consequences of the activity, having done the correction of errors in the form of legislative regulation of such situations.   

It is proposed to establish the obligation to develop a plan of elimination of the negative consequences of pollution for the companies the activities of which are hazardous to the environment, as well as the safe decommissioning of the facilities.  

What is more, the idea of establishing responsibility for the elimination of already caused damage at the legislative level was voiced as well.

The Government officials believe that for the moment, it is necessary to go in two directions at once: to establish a real mechanism to prevent the environmental damage and to consolidate the responsibility in case of damage. The work on the draft law is currently being undertaken.
