According to the special presidential envoy for digital and technological development Dmitry Peskov, the practice of obtaining a specialist diploma for an indefinite term is absurd.
The official explained this by the impossibility of guaranteeing the availability of the graduate's knowledge for a long time and proposed to limit the term of the diplomas’ validity.
The value of the university diploma will remain, but it was proposed to retrain it into the status of a “diploma on demand”.
This means that the presence of such a document will show the current level of knowledge, but at the same time will have a certain "period of validity".
The measure will help to protect the employer from the situations when there is a document on higher education, but it is not backed up with the appropriate level of knowledge due to the long time interval after graduation.
In addition, Peskov voiced the requirements for the system of higher professional education in the next decade. In his opinion, educational programs should be developed promptly, taking into account the needs of the market. The focus of attention should be concentrated on the preparation of “teams of professionals”, and not on individual specialists.
