The legal status of foreign citizens in Russia may change significantly thanks to the draft law which is being developed by the Ministry of Internal Affairs. According to Valentina Kazakova, the head of the department for migration issues of the Ministry of Internal Affairs of the Russian Federation, the new draft law will retain the best that has been recently introduced into migration legislation, but it will also acquire some innovations.
In particular, it is planned to introduce a clear delineation of migration regimes into the law and simplify the procedure for obtaining documents necessary for labor activity.
For these purposes, it is planned to create special electronic registers, which will contain information about both migrant workers and employers who accept employees into the state.
Simplification should also occur in terms of attracting foreign employees and providing them with a place of residence. According to Kazakova, the procedure of granting a temporary residence permit has outlived its usefulness and should be abandoned.
At the moment, the draft law is at the stage of discussion and revision, after which the process of its consideration in parliament will begin, but this may happen not earlier than next year.
