During a pandemic, many people do not leave their homes and order food from the supermarkets or ready-made meals delivery. The situation is quite logical, so the authorities noted the current importance of the food delivery services.

Now the online deliveries may receive government support. The initiative was launched by the head of Mail.ru Group at a meeting of the entrepreneurs with the Head of the State. The idea was that the state will pay half of the costs of food delivery, since such a service is not very profitable for either the restaurant or aggregators.

The president approved of the idea and instructed the government to work out on the concept of it until May 15. The corresponding document has already been published on the official website of the Kremlin.

If the initiative works, the online deliveries will receive additional government support and more motivation in their important work.

At the request of “Rusbankrot”, the experts of the International Legal Company commented on the relevance of the initiative and the possibility of its implementation. The experts noted that despite the fact that the initiative seems to be useful at first glance, it carries a lot of questions.

“The idea sounds good as always. But given the fact that the government will consider it until May 15, it is not clear how it will be implemented and whether it will be necessary or not.

In addition, it is necessary to understand, what does the delivery subsidizing mean? The average person understands that the cost of delivery services is included in the price. Paying for the couriers or the delivery staff is the responsibility of the employer. If the third party delivery companies are involved, the commercial terms are agreed in the civil contract. This is an entrepreneurial activity! The small businesses are now provided with an additional number of benefits, including reduced deductions for the wage fund.

Having received additional subsidies for the delivery services, how will the tax burden be calculated and who will bear the need to compensate for the additional subsidies that will be provided to the delivery services?

The proposed initiative raises more negative questions than positive approval. ”
