The State Council of Tatarstan proposed to amend the Criminal Code. The question concerns responsibility for propaganda of attacks on educational institutions. According to the new norm, responsibility may be applied to the organizers of Internet communities, in which both violence and attacks on schools and universities are promoted, as well as harm to the health of people.
The authors of the initiative argue that the Russian criminal legislation does not contain responsibility for such crimes and propose to establish it as a separate norm.
It will provide for responsibility for organizing events aimed at encouraging the infliction of violence on citizens or on the organizer himself, reports RIA Novosti.
As a punishment, several measures have been proposed - from a fine with a minimum threshold of 300 thousand rubles to real imprisonment for up to three years.
It is proposed to add qualifying features that will toughen the punishment.
Among them, in particular, the are commission of a crime by several persons or by prior arrangement.
However, the Government of the Russian Federation did not support the bill. The Cabinet of Ministers submitted its opinion indicating that the described acts fall under other already existing norms of the Criminal Code of the Russian Federation.
