The State Duma speaker Vyacheslav Volodin spoke about the problem of homeless animals.  The parliamentarian stressed out that, on the one hand, children should not suffer because of the inaction of adults, on the other hand, killing animals cannot be considered the right way out.

 



The State Duma speaker Vyacheslav Volodin spoke about the problem of homeless animals. The parliamentarian stressed out that on the one hand, children should not suffer because of the inaction of adults, on the other hand, killing animals cannot be considered the right way out.

The parliamentarian recalled the recent tragedy near Chita, where a girl died from dog bites in one of the villages. The child did not return home from school, and a subsequently organized search operation found the body of a girl with the signs of animal bites in wasteland. According to the press service of the region's investigating authorities, a criminal case under the article ‘negligence resulting in death’ has already been initiated.

According to Volodin, the incident exposed the existing problem, against which the proposals to change the current legislation began to be heard.

The parliamentarian proposed to introduce a rule on the responsibility of the authorities for the current situation with homeless animals on their territory.

In his opinion, officials do not consider this problem a priority. Moreover, there are no regional programs in Russia that would facilitate the construction of new shelters.

In addition, the speaker of the State Duma proposed to work out measures to support civil initiatives from both regions and local governments. Volodin noted that creating conditions for the emergence of private animal shelters can also be an effective measure.
