RUSSIANS WILL BE OBLIGED TO REPORT OPERATIONS WITH DIGITAL CURRENCY

On April 12, the Governmental Commission on Legislative Activity of Russian Federation will consider a number of new proposals. Among them there are issues of Nazi symbols, equating cryptocurrency to property, as well as establishing a mandatory rule for specifying the type of permitted use for land plots.

In particular, the changes may affect the Land Code and the Federal Law "On State Registration of Real Estate". The initiative presupposes the introduction of a mandatory rule for including an indication of the type of permitted use of a land plot. In the absence of a record of this type in the USRIP, the title documents held by the owner of the site will prevail.

Amendments to the Federal Law “On Counteracting Legalization of Criminally Obtained Incomes and Financing of Terrorism” are also proposed.

It is proposed to introduce two new definitions: a trustee and a trustee protector.

It is noted that in fact, both of them are beneficiaries. But taking into account the fact that we are talking only about foreign companies, these persons can be understood as those who have the right to control the business of foreign companies under the laws of those countries to whose jurisdiction the organizations belong.

The amendments may also affect the Tax Code of the Russian Federation - it is proposed to introduce the obligation of individuals and tax agents to inform about transactions with digital currency in the amount of more than 600,000 rubles. Thus, digital currency will be equated to property.

It is worth noting the initiative in the Federal Law "On the perpetuation of the Victory of the Soviet people in the Great Patriotic War" and Article 1 of the Federal Law "On countering extremist activities." In accordance with it, the dissemination of not only Nazi symbols, but also the images of people recognized as the Nazis are prohibited.
