The parliamentarians from the Liberal Democratic Party and a member of the Federation Council Sergei Leonov proposed to amend the Law on Consumer Rights Protection.

Yaroslav Nilov, the deputy head of the Liberal Democratic Party and a chairman of the State Duma Committee on Labor and Social Policy, announced his intention to submit a relevant bill for the consideration of the State Duma on May 13.

In the text of the bill, the following information is specified in a straightforward form - the buyer has the right to purchase the goods at the cost indicated on the price tag, if it does not match the real price at the checkout. If the bill is accepted, the sellers will also be obliged to indicate this information about the availability of this right near the payment zone.

Despite the fact that an implicitly corresponding norm already exists in the law, “the seller, in violation of the Civil Code, often refuses to sell goods at a price indicated on the price tag, to compensate for losses or to compensate for the difference between the price tag and the check,” the explanatory note states.

“As a result, the wallet grows thinner and the mood is spoiled. Why should we put up with it? "- argued Yaroslav Nilov.

According to article 494 of the Civil Code of the Russian Federation, the price tag is considered a public offer, which means that it is a "documented offer", recalled officials in an explanatory note. In fact, it spelled out the terms of the transaction offered to the buyer, which, according to the current legislation, are binding on both parties. However, the fines provided for violations by administrative and legal entities "do not stop some sellers from manipulations with price tags."
