RUSSIA WILL DEVELOP A PROGRAM TO SUPPORT HOMELESS PEOPLE
Deputy Prime Minister Tatyana Golikova turned to the ministries with a proposal to develop a number of recommendations to help people without a fixed place of residents. This must be done before October 30.
Now the Ministry of Labor, the Ministry of Health and the Federal Fund for Mandatory Medical Insurance will have to work on the issue of accessibility of medical care for the homeless. It must also be provided to those citizens who are not held in social hospitals.
The Ministry of Finance and the Ministry of Internal Affairs will work on the possibility of restoring the passports of the homeless.
The fact is that people living in the streets often lose their documents or have the expired ones. Homeless people do not apply for the new passports because they cannot pay the state fee.
What is more, the Ministry of Finance and the Ministry of Construction will work out the possibility of providing persons without a fixed abode with housing for social rent. For this, amendments can be made to the Housing Code - the homeless will be registered as people in need of a social rent agreement.
In addition, the departments will clarify the very concept of ‘persons without a fixed abode’, develop measures to prevent homelessness and establish the criteria by which citizens will be considered as homeless. Another innovation is that the homeless may have a separate registry.
