Russia to ban surrogate motherhood for foreigners
The lower house of parliament plans to consider a draft law establishing a ban on the use of surrogacy by foreigners and stateless persons In February this year. According to the deputies, such a measure is necessary in order to prevent the death of children born from surrogate mothers, as well as the suppression of illegal actions against minors.

Arguing in favor of the legal development, parliamentarians mention the experience of European countries, in some of which such a way to become parents is not available at the legislative level.

In some states of Western Europe, as well as in the Baltic countries, there is a ban on surrogate motherhood.

According to the deputy Anatoly Vyborny, the fact that surrogate motherhood is possible in Russia should not turn our country into a ‘channel for trafficking in children’, Izvestia reports.

The reason for legislative changes was the events of recent years, when cases of death of newborns in this way were revealed. One of them happened two years earlier, when the body of a baby was found in one of the apartments of the Moscow region, as well as three more alive children, who were born to the citizens of the Philippines.

In addition, parliamentarians do not exclude the possibility of selling Russian children for organs necessary for other kids.

Deputies from a ‘Just Russia’ party, the Communist Party of the Russian Federation, and also the Liberal Democratic Party generally support the initiative, noting that order in this area needs to be restored, but carefully. Parliamentarians cite a situation where a Russian woman can be married to a foreigner, while the couple has medical indications for surrogate motherhood as an example.
